Testimony at a Texas Senate hearing revealed criminal investigations continue into possible sexual exploitation of children – involving nude photos – at the Bastrop facility.
Testifying before the newly created Senate Special Committee on Child Protective Services, Masters didn’t identify the two employees who were discharged. Speaking hours after the state’s top law enforcement official testified that possible criminal offenses at The Refuge were exaggerated in initial accounts last week, Masters ticked off a half-dozen calls to the child-abuse hotline in the past eight weeks alleging conduct she said would be totally inappropriate in a facility for teenage girls who have been subjected to abuse and prostitution.
