It’s been a decade and a half since the development group Peterson Companies celebrated the opening of National Harbor in Oxon Hill. A lot has happened in that stretch: Disney backed out of plans to build a resort, therelocated there and then left for the District, Tanger Outlets opened, MGM launched its $1.4 billion casino, and the region welcomed the 180-foot Capital Wheel.
