We are typically providing service to around 2000 underway vessels at any given time. In my experience, most large shipping companies require weather routing service for nearly every voyage. The cost for our service is so little so it baffles me that many cruise lines don't employ a service like this.
It is not clear whether this cruise line used a weather service or not, so it is not wise to speculate.
