Would this stop all mass murders? No. Would it immediately take all large-capacity clips off the streets? No, but it might in 10 to 20 years. We have to start somewhere. Would it prevent a deranged person from shooting dozens of bullets in a minute or two and killing 20 people with a single weapon? Yes. It would also give people extra time to escape, knowing the shooter can’t fire dozens of bullets without reloading or pulling out another gun.
Would it impact a person’s right to bear arms one iota?
