Two hacking attacks on the ACT Government show a lack of basic cyber hygiene, according to a security expert, who warns smaller governments are a potential target for criminals.

The Government's chief digital officer, Bettina Konti, said the breaches were undoubtedly worrying.

In response, the Government rolled out greater use of two-factor authentication — a common system used by banks to verify a person's identity — before making significant transactions. The surveys were run by a third party operator called Typeform, which reported the breach three days later.
