Prime Minister Anthony Albanese has stood with NATO to condemn Russia's targeted attacks on Ukraine as he revealed Australia was considering reopening its embassy in Kyiv to provide further 'on-ground presence'.

Mr Albanese, who is in Madrid for the NATO Summit, joined a chorus of condemnation over Russia's deadly missile"This is a civilian target," he said during a doorstop interview on Tuesday.
