Endeavor surpasses All Might in a key way.
After All Might retired in My Hero Academia, Endeavor replaced him as the number 1 hero, and while he is mostly worse than All Might, there is one key way in which he is better. This quality has largely been ignored given mangaka Kohei Horikoshi's focus on Endeavor's abusive nature, which is justified as the hero is not someone who should be idolized. But it is a fact that draws an interesting comparison between Endeavor and All Might's style of superheroics.

To this end, Endeavor tries breeding a child who will have the perfect combination of Quirks to be powerful enough to do this if Endeavor himself fails.
Endeavor Has Stopped More Crime Than All Might in My Hero Academia In chapter #3, it is revealed that while All Might is the number 1 hero, Endeavor is the hero that has stopped the most crimes. What makes this more impressive is that Endeavor has stopped the most crimes in recorded history. Of course, in the world of My Hero Academia, superheroes are only a couple of generations old, so this is less impressive than it may seem, but it is still no mean feat.
This achievement fits very well with Endeavor's initial characterization as someone striving for the top hero spot. After all, a potential way to get to the top of the ranking would be to stop as many crimes as you can, regardless of how big or small they are. However, despite the cynical reasoning behind it, this does show that Endeavor filled an important role that All Might could not.
This isn't to say that All Might wouldn't stop smaller-scale crimes if he knew they were happening as he definitely would. But Endeavor's single-minded devotion to his goal allowed him to easily surpass All Might in this respect, showing that the major hero could have likely done more to help. In this way, All Might's replacement in My Hero Academia isn't a complete downgrade like many fans believe.
