Daniel Andrews has apologised for the “shameful” actions revealed in the IBAC report and has vowed to deliver on all 21 recommendations from Victoria's corruption watchdog.

The Independent Broad-based Anti-corruption Commission and the Victorian Ombudsman handed down its report on Wednesday following a joint investigation into allegations of the misuse of public funds to facilitate factional work.

This does not meet standards and some of this behaviour is shameful and a disgrace but we need to do more than just offer words.

The Andrews Government has said the commissioner would be “armed with robust powers and resources” and would stack the ethics committee with bi-partisan members.
