Premier Daniel Andrews has been quizzed on whether he feels personally vindicated by the Victorian Ombudsman's latest investigation into Labor's red shirts rort.

"I cannot, of course, rule out that further evidence may yet come to light, but with the passage of time and difficulty in proof I am not prepared to spend further public resources on these matters," she said in her report.

However, the Ombudsman rubbished this claim and said while the then-opposition leader was involved in the campaign, there was no evidence he was aware of the"artifice". "I don't spend time worrying about things like that frankly. I'll let the report speak for itself," he said. "It may relieve the sense of unfairness that at least some of those arrested must have felt, if senior police command would acknowledge this and apologise to them," she said.

"In my judgement - I think you'll credit me with this as you've all sat and heard me say it literally hundreds, maybe even thousands of times - I have the upmost respect for each and every member of our emergency services," he said.
