Why they neutered themselves is a head-scratcher.” The second worst thing under Rendon’s tenure was wasting the opportunity of the nearly $100 billion budget surplus for fiscal year 2022-23 by not reforming the state tax system. As we’re seeing again as the budget dove downward into a $31.5 billion deficit for 2023-24, the system is a rollercoaster because of its heavy reliance on the top 13.3% income tax rate paid by rich people. That high rate also has been driving the wealthy, and their businesses, from the state.
