Opinion: Anthony Rendon’s seven wasted years as California Assembly speaker

That was their drill. It was somehow a uniform policy in both houses.” Atkins still is the president of the Senate.
He added, “We’re supposed to have three branches of government. But they just acquiesced to one person. Why they neutered themselves is a head-scratcher.” The second worst thing under Rendon’s tenure was wasting the opportunity of the nearly $100 billion budget surplus for fiscal year 2022-23 by not reforming the state tax system. As we’re seeing again as the budget dove downward into a $31.5 billion deficit for 2023-24, the system is a rollercoaster because of its heavy reliance on the top 13.3% income tax rate paid by rich people. That high rate also has been driving the wealthy, and their businesses, from the state.
