The Herald's View: NSW must appoint a strong replacement for David Chandler, the inaugural NSW Building Commissioner, to stand up for the growing number of people who choose to live in apartments

Buyers of new apartments always have to be wary of the risk that their dream home will have a major defect because a shonky builder tried to cut corners. But they should be on even higher alert at the moment because the industry is under unusual pressure.

At the same time, falling house prices as a result of the sharp rise in interest rates are squeezing builders’ profit margins.who has for the past three years played a crucial role protecting apartment buyers against shonks. They include investigative powers to seek documents and inspect building sites. Chandler also has powers to compel builders to do the right thing by blocking the issuing of occupation certificates to builders; ordering the rectification of serious defects and recovery of related costs.Chandler has the power and he has not been afraid to use it. He issued an order for the repair of Opal Tower among many others.

It is unclear why Chandler has decided to resign somewhat earlier than expected. He was due to leave in October but his term was extended for a year. He has now said he will leave his post in November. The website Urban Developer reported in April that Chandler said developers “had ordered champagne” to celebrate his impending retirement.

Premier Dominic Perrottet should show his political commitment and give a personal endorsement to the new commissioner.
