Ash broke one Pokémon rule that was established before the anime, way back in the original Gameboy games, which makes him as bad as Team Rocket.
Despite Ash becoming the greatest Pokémon trainer there is , one episode confirms that he’s actually no better than Team Rocket–and he proved it by breaking Pokémon’s one, most important, rule.
The Pokémon anime series was nothing short of a video game adaptation upon its inception and subsequent release, which means that all the rules that were established in the original Gameboy games were also true in the anime.
In the original Pokémon video game, a player literally cannot catch a Pokémon if it is already in the possession of another trainer, even if a player beats that trainer in battle. This means that this rule is so ingrained within the very core of the franchise, that it’s not even an option in its original format.
At this point in the series, Ash is still learning the ropes of being a Pokémon trainer, and when he tried to take AJ’s Pokémon, he wasn’t trying to increase his personal Pokédex like Team Rocket, he was genuinely worried about the well-being of the Pokémon themselves. However, as good as his intentions might have been, Ash still broke the oldest and most important rule of Pokémon , which confirms that–at least at that moment–Ash was just as bad as Team Rocket.
