at the Marathon plant in Texas City want to know what decisions and other factors may have contributed to the blaze, per a petition filed in Harris County court.

“Marathon isn’t doing a good job and workers are the ones who pay the price,” Buzbee said. “Scott Higgins paid the ultimate price.”Marathon Petroleum identified Scott as a 19-year employee at the plant. He died from smoke inhalation and burns, according to John “D.J.” Florence, chief investigator with the Galveston County Medical Examiner’s Office.

Buzbee noted Friday his office has sued the previous owner of the refinery, BP, and won verdicts because of conditions there. The refinery was hit with an explosion in 2005, when still owned by BP, that killed 15 people and injured close to 200. It was sold to Marathon in 2013.
