China’s rise has made Australia prosperous, and China powerful and assertive. Australia needs to invest some of the economic dividend from its China boom into protecting a regional and international rules-based order that can accommodate the emergence of a new superpower. , together with a believable timeline to replace the existing Collins class boats and fix the capability gap.
Such ambitions come with big execution risks. But the overall plan has domestic political credibility as well as deterrent credibility: Australians will have a working nuclear submarine fleet on the horizon, not just the vapourware of a new design still multiple decades away. That will upset some in the region who fear a neighbourhood arms race, but it will reassure others such as Japan and India, which are hedging the same way. Australia is deepening defence ties with both. And India’s Narendra Modi has chosen this week to host Anthony Albanese in the muscular setting of a new Indian aircraft carrier.
