Norwegian Cruise Line said that the passengers' passports were handed over to local port agents for the guests to collect. Campbell told WPDE that the tour operator contacted the captain to say that the passengers were on their way but would be late. Passengers say the ship was still in port, but said they were not allowed back on board, sharing images of them appearing to be being stopped.
