The former PM says the Quad needed to show liberal democracies could deliver benefits against autocracies’ challenge to the world order.
Former prime minister Scott Morrison says Australia sought to “resist and not provoke” China as the bilateral relationship deteriorated, as he said the Quadrilateral Security Dialogue needed to deliver tangible outcomes to show the value of liberal democracies against autocracies.
During Mr Morrison’s prime ministership, relations with China reached a low ebb: Beijing imposed a freeze of ministerial contact and put trade sanctions on $20 billion of Australian exports including coal and wine. Mr Morrison said engagement with China had to be bound by the rules-based order, “not one that seeks to or allows China to redefine these rules to suit the relativist agenda of autocracies”.“Of course, nations will wish to engage with the PRC. As many note, the PRC“Our region must not embrace the path of acquiescence in the face of coercion. Rather, we must practically insist on engagement within the clear and established rules, with accountability and transparency.
He said for the Quad to succeed, it must stay focused on its agenda and deliver practical, tangible outcomes in the short and long term.He rebutted criticism that Australia, Japan and the US should have used the Quad relationship to lean on. India, a long-time customer for Russian arms, has abstained from a United Nations vote condemning the illegal war.
