Universities have not fully evolved to meet the needs of modern-day students, says the head of the OECD’s education and skills directorate.

University students should be able to learn what they want, where, when and how they want, and Australia’s overly conservative higher education system is putting a brake on the acquisition of productivity-enhancing knowledge, says the OECD’s head of education and skills.

“Australia has been very successful in expanding its higher education systems,” Mr Schleicher will tell The Australian Financial Review Higher Education Summit on Tuesday. “Higher education tends to be the most conservative education system and has real difficulties adjusting to changes in the real world. You could see that during the pandemic. Australian schools were quick on their feet to offer online remote learning, but higher education had a much harder time adjusting to the challenges.

Last month, Productivity Commission chief Michael Brennan pointed to an inexplicable paradox: that Australia’s had never had a more highly educated population, while productivity sat at a 50-year low. Despite the huge uptick in the proportion of young people with a degree, he will argue there are no signs of credentialism or an oversupply of university-level qualifications in the economy.
