But the ever-prepared Bruce Wayne has one item in his cache for this exact scenario.
Though Batman's city is going wild during the intense "Gotham War" confrontation, there are other concerns for the Caped Crusader. Bruce and his son Damian moved in together after spending months apart and began investigating a series of break-ins at local scientific facilities. Batman and Robin discovered the target of the search was a geneticist named Dr. Kafira and race to keep him safe, only to discover Killer Croc and his associates have gotten their hands on him. The Dynamic Duo fought the villains, but during the confrontation, Batman was shot with a gas pellet that caused him to be enveloped by a swarm of bats. In Batman and Robin #2 by Joshua Williamson and Simone Di Meo, Batman is surrounded by bats, now drawn to him thanks to the gas Bruce has inhaled.
Batman fans don't need to be told twice about Bruce Wayne's hyper-preparedness. His utility belt has held some curiously specific items over the years . But smoke bombs that double as a safe deterrent against bats are so specific few fans, if any, would have ever guessed that Batman would have something like that hiding in his belt. It's not completely outlandish as Batman works with bats a lot and would want to keep their safety in mind with his tools and weaponry.

There's probably no way he ever saw a villain weaponizing bats against him, but given the high bat population of Gotham, it's not unlikely that he made his smoke pellets as a way of emptying out more populated caverns or such.
