President Joe Biden has told Vladimir Putin Russia will suffer"swift and severe costs" if the Kremlin ordered its more than 130,000 border troops to invade Ukraine.

"President Biden was clear with President Putin that while the United States remains prepared to engage in diplomacy, in full coordination with our Allies and partners, we are equally prepared for other scenarios." The phone call lead to"no fundamental change in the dynamic that has been unfolding now for several weeks," a senior administrator said.

The Kremlin said President Putin told Mr Biden that Washington had failed to listen to his concerns over NATO's expansion and the deployment of offensive forces to Ukraine. Up to 3,000 American troops have arrived in Poland amid escalating tensions. Picture: Beata Zawrzel/NurPhoto via Getty Images
