had been fishing on the Susquehanna River that morning in his 12-foot open motorboat with a friend near City Island. The men had been turning off the motor to cast lines for fish, and then restarting the motor when the boat began to drift too far.
Nicholas Herigan was on his boat fishing in the same area downstream when he saw the boaters struggling to get the engine started. He raced to the area, called 911 and watched in horror as the boat violently capsized. The state’s Fish and Boat Commission is continuing to investigate the incident. The preliminary information is that the boat experienced mechanical issues, according to Michael Parker, a spokesman for the agency.
Herigan said he grew up on the river and only fishes near the dam in April, because the fishing is uniquely good at that time of year. Buoys put out last year and left out over winter have now drifted away and most, if not all, are scattered downstream. Low-head dams are known as “drowning machines” because of their deadly effectiveness in trapping people.
