Boris Johnson's Brexit plan hinges on an Irish border agreement

Northern Ireland would stick to EU regulation on goods for the next four years under the deal. But there will be checks on goods moving from Great Britain to Northern Ireland.
Johnson’s proposals will require the Northern Irish Assembly to agree to the arrangement and to vote every four years on whether to keep it. Publication of the plans follows the leak of a government document this week that suggested implementing a series of customs checks zones around the border. The prospect of checkpoints returning to Irish border has been a redline issue for Dublin.: The plans are being presented to Brussels this afternoon, so watch for the reaction of EU leaders.
The backstop was a key compromise in the deal that former prime minister Theresa May struck with the EU. That compromise also effectively resulted in her resignation as Brexit supporters, who want to cut all ties with the trading bloc, ensured that her deal was voted down three times by British lawmakers. There are four weeks left until the U.K. is scheduled to leave the bloc on October 31.
