Coalition minister Stuart Robert broke conflict of interest rules by meeting with consulting giant Accenture ahead of contract negotiations for a botched project to deliver visas and other government approvals online, a review has found.

The long-awaited report follows the scrapping of the permissions project in December 2022, after three attempts and more than $100 million in spending. Labor and the Greens were alarmed at the original proposal, which they said represented a privatisation of visa services, and at conflict concerns over relationships betweenFormer PwC chief Luke Sayers pitched for the project, as part of one of two consortiums. The PwC consortium, known as Australia Visa Processing, included Ellerston Capital, National Australia Bank, Oracle and Qantas Ventures.

The department spent nearly $10 million on five external advisers for the project, but undertook limited planning and kept insufficient procurement documentation.
