The inquiry will examine school efforts to combat bullying, examine the impact of discrimination and bullying on a student's educational outcome, and determine whether legislative or policy reforms are needed to improve the school environment. Another submission detailed an alleged incident where a transgender student was physically assaulted by peers who forcibly attempted to "determine their gender."

When Sam came out as gay, he said he didn't know anyone else in the community who was also same-sex attracted. While there has been progress in this space, Dr Jarvis said it remained a "significant systemic issue".
