Frustration persists at the lack of information about how and when businesses can reopen - and what rules will apply once they do - as the Victorian government warns some businesses may still not be able to reopen once stage four restrictions are lifted.

Key food retailing lobby Master Grocers Association chief executive Jos De Bruin said the Victorian government had failed to effectively consult businesses during the coronavirus pandemic, or provide hope to small firms whose livelihoods had been decimated by shutdowns.

Workplace "bubbles" would require that employees do not overlap during shift changes and common touch points will need to be regularly cleaned. Different industries will be subject to four traffic-light levels of restrictions: closed, heavily restricted, restricted, or open with a COVIDSafe plan. The Australian Industry Group's Victorian director, Tim Piper, said he was "happy to give serious consideration" to the government's proposed traffic-light system, as businesses needed clarity.

"The city is not going to from lockdown to no restrictions, there will be a gradual easing out. There are a whole raft of issues getting people back into work. "Business needs certainty," Mr Guerra said. "Any day lost is an opportunity lost for Victorian businesses.
