The last major review of the idea of a national curriculum for years 11 and 12 found a 'high degree of consistency in course content across the country in key subjects' but little enthusiasm for replacing state and territory certificates.
Australia should replace its state and territory school-leaving certificates with a national certificate that could funnel international students into the ailing higher education sector.
"Ideally Australia would get its act together as with the UK and New Zealand and have one national curriculum," Mr Honeywood said.Education consultant Peter Adams said Australia has, in effect, a national curriculum for preps to year 10 but the states and territories are "inextricably attached to their year 11 and 12 courses and assessments".
In addition, it suggested the VCE be renamed the Australian Certificate of Education and the HSC the Australian Certificate of Education and so on. Professor Masters said an Australian certificate of education was unlikely because the states and territories have constitutional responsibility for school education and "no doubt are all convinced their system is the best".
