Among the hardest hit was Santa Cruz County, where in addition to the fallout at Capitola, another pier was destroyed along with a state campground. Capitola City Manager Jamie Goldstein estimated damages at $3 million, although business leaders say the economic toll could be higher if the community doesn’t fully reopen for the peak summer tourist season.
