Chris Payne, 37, allegedly shot at a car with an infant inside. Today the magistrate described it as a 'significant issue of public safety' and moved to have him tried in the ACT Supreme Court.

Chris Payne will be sentenced in the ACT Supreme Court for allegedly discharging a weapon at a car with an infant inside.A gunman who shot at a car with an infant inside has been committed to the ACT Supreme Court, where his lawyers say he will plead guilty. But last week, Magistrate Alexandra Burt raised concerns about the lower court's ability to sentence him adequately.Magistrate Burt said the case contained "troubling aspects".

Court documents say the victim was contacted by an acquaintance known to him as "Chilli" in relation to the sale of a motorbike belonging to the victim. When they arrived, the victim said he was approached by at least three men including "Chilli" and Mr Payne, who appeared to have a .22 calibre rifle in his hand.

He told police he heard it fire and saw a flash of light from the gun and said the shot ricocheted off the car between the rear driver-side window and the top of the vehicle. At 3:41am, Mr Payne called the man, whose partner recorded the conversation on her phone.Later, Mr Payne said, "Stay the f*** out of it, it's none of your business is it?"During the conversation, Mr Payne demanded the man pay him the money he believed he owed him.
