A Federal Court judge has ordered the owner of a Canberra massage business and his company to pay a fine of nearly $1 million for the 'systematic exploitation' of seven Philippine workers.

"It involved the systematic exploitation of two groups of migrant workers over a period of four years," Justice Katzmann said. "… and they were unlikely to complain because their families, to whom they were devoted, lived in the Philippines and were dependent on their financial support," Justice Katzmann said.

"The overwhelming majority of the contravening conduct was deliberate and intentional, rather than inadvertent or careless," Justice Katzmann said.
