On the second anniversary of the fire, which struck on May 21, 2023, PHLPost confirmed it will release the Terms of Reference for the Detailed Architectural and Engineering Design this month, signaling the start of the restoration phase. The TOR will open the process for public bidding, allowing firms to submit proposals that will guide the design and technical specifications of the project. The DAED will ensure that the reconstruction of the MCPO complies with modern safety, accessibility, and environmental standards while preserving its historic and cultural value. This design phase will also provide the framework for transparent cost estimates and procurement, aligning with good governance practices. A private structural study commissioned by the Department of Tourism through the Tourism Infrastructure and Enterprise Zone Authority concluded that the building is sound for retrofitting. The Bureau of Fire Protection earlier ruled that the 2023 fire was accidental. The PHLPost has been working with the Metropolitan Manila Development Authority to repaint the building's exterior. It has also conducted coordination meetings with cultural agencies to ensure that restoration strategies are consistent with heritage preservation goals. The rehabilitation project is led by the Office of the First Lady and the Office of the Executive Secretary. The inter-agency effort includes the Department of Budget and Management, Department of Public Works and Highways, DOT, National Commission for Culture and the Arts, TIEZA, the City Government of Manila, the National Museum of the Philippines, and the National Historical Commission of the Philippines. 'This project is about honoring our past, preserving our identity, and showing the strength and unity of our people through heritage conservation and nation-building,' said Postmaster General and CEO Luis Carlos in a statement. Originally completed in 1926 and designed by renowned Filipino architect Juan Arellano, the Manila Central Post Office is one of the country's finest examples of neoclassical architecture. It has stood as a landmark along the Pasig River for nearly a century.
