“Across the social-purpose economy, in areas such as aged care, education and disability, effective organisations with high-quality talent can offer decent returns and demonstrate a social dividend – but they find it hard to grow because they find it hard to get investors. Mr Traill said the proposed fund would aim to use business and market discipline for social purposes while delivering “ethical, risk-adjusted and long-term” returns to investors.
The taskforce was set up in 2019 under Scott Morrison and Josh Frydenberg, but the final recommendations made in 2020 were never implemented during the pandemic.
