Police were advised to search a large proportion of children who were predominantly identified as "possibly" Aboriginal or Torres Strait Islander under a regime initially designed to monitor repeat offenders.
Police Commissioner Mick Fuller has previously stated any correlation was not due to racial bias but owing to assessments undertaken by local commands. Police have since drafted a new regime that aims to address concerns raised by LECC regarding STMP's application to children. The new system involves engagement with Aboriginal community liaison officers and youth liaison officers, revising its risk assessment tools and limiting interactions to officers trained in youth policing.that police aimed to conduct almost a quarter of a million personal searches in NSW in the financial year ending in June 2019 as part of a quota-driven system.
A second paper published on Thursday raised legal uncertainties about police command's guidelines on strip searches, as well as inconsistencies in different stations' standard operating procedures regarding these searches. LECC described the risk assessment tool for STMP as "not fit for purpose", saying the target identification process often aligned with socioeconomic status.
