Advocates say canine enrichment is critical for dogs who stay in Los Angeles city shelters for weeks or even months.
Brenda Barnette, the department’s former general manager, retired in 2021 after more than a decade at the helm.
“Now we’re seeing dogs stay for two, three months at a time, and it is very necessary for their mental stimulation to get them out of their kennels and get them some engagement with one another, allow them to engage in activities that are natural for an animal to exhibit,” she said. Cornelius called canine enrichment “the most consequential” program in the department’s budget because it would pay for a canine behavioral specialist at each shelter. “It will go a long way in terms of saving lives,” said Cornelius, adding that dogs living in kennels a long time without opportunities to run or go for walks could become stressed.
