The Sunshine Protection Act, which the Senate passed and would make daylight saving time permanent year-round for most states, has stalled in the House.

"I’ve always said darkness kills, sunshine saves — and darkness kills more people in the evening than it does in the morning," he said.

"And I have heard from constituents and businesses who prefer permanent daylight saving time because they prefer longer daylight hours.” Though sleep experts favor permanent standard time, most would opt for switching back and forth over permanent daylight saving time, de la Iglesia said. Dr. Kin Yuen, a sleep medicine specialist at the University of California, San Francisco and a fellow at the American Academy of Sleep Medicine, said that when people rise in darkness, hormones like cortisol may not be readily available, so people might feel drowsier.
