A founding member of one of Cleveland’s most ruthless and widespread street gangs is back in federal custody after a police detective found video on Instagram of him firing guns at a Parma gun range.

His account “chief_and_commander” listed his name as “1208 Goat/President.” Investigators wrote in court filings that 1208 stands for the Land of the Heartless gang and Goat, for Greatest of All-Time. The woman returned about two weeks later and bought two handguns. She later reported to Cleveland police that someone stole guns from her unlocked car. Investigators believe she gave the guns to Ferguson, according to court records.
When officers tried to ask about the circumstances of the shooting, Ferguson became “extremely uncooperative,” refused to answer basic questions and didn’t want a police report made. Assistant U.S. Attorney Scott Zarzycki argued the video of Ferguson firing guns and Ferguson’s Instagram account bolster their argument that he remains involved in the gang.
