Voters should get behind Proposition A, which will expand and codify cite and release in San Antonio.In 2007, the Republican-controlled Texas Legislature passed an amendment to the Texas Code of Criminal Procedure allowing police officers to issue a ticket for certain low-level, nonviolent offenses instead of arresting the alleged offender.
Nothing in this long-standing policy was particularly controversial until it was included in Proposition A. Unfortunately for the people of San Antonio, this bad-faith argument against cite and release has been adopted by the local chambers of commerce, the San Antonio Police Officers’ Association and even the mayor.
