Changes in the city’s Unified Development Code could limit scenes such as the one above. These changes include closing loopholes on flood plains and requiring more green spaces.Later this year, San Antonio residents will vote on $1.2 billion in debt for the latest bond package. This includes $165 million to address drainage and flood control issues citywide. Sadly, this amount barely makes a dent in the $3.1 billion backlog of flooding and drainage projects citywide.
The public process for updating the UDC begins now. As a former city employee responsible for preserving trees during the development process, I quickly realized that the drainage code was the biggest impediment to preserving not only San Antonio’s urban tree canopy but also the integrity of our creeks and rivers. Also during my tenure as the city arborist I had a front-row seat to multiple rounds of UDC revisions and have worked hard to mitigate the environmental impact of new development.
One of the most important changes is the need to close the loopholes that allow development within the flood plain, the area of land near a creek or river where repeat flooding is a concern. Any exemptions should have to be approved by the planning commission on a case-by-case basis.
