He added that the interim report contained no recommendations, but it is understood the government is leaning towards a user pay model rather than a tax or levy to help fund the sector over the long term.It still plans to issue a final report in December, so measures can be included in the budget in May next year.

Rather than releasing an “uncanvassed final report”, the government should be consulting more widely, Ms Ruston said. As part of its deliberations on user pays, the taskforce has discussed lifting the $186,000 means test threshold on the family home.
