It follows refusals for two new HMOs in North Belfast last month
An application for a HMO house in North Belfast has been refused at City Hall despite being recommended for approval by council officers.
Last month two new HMO licences were refused for North Belfast despite legal warnings from the Belfast Council planning department to elected representatives who blocked the applications. While the council policy is that HMO’s should not account for more than 20 percent of any area of housing management, in reality many streets well exceed this, with some in the Holylands reaching over 90 percent. Outside housing policy areas, as in Orient Gardens, the threshold is 10 percent.Objectors raised concerns about parking, traffic, and road safety, waste and refuse collection and a potential adverse impact on the sewage network.
It states: “Officers acknowledge the objections to parking. DFI Roads have no objections to the scheme. Whilst the various policy requirements seek to address need and protect residential amenity, the provision of car parking is not a requirement of this policy.
