Historic numbers of Cubans are crossing the U.S.-Mexico border, according to Customs and Border Protection, which clocked more than 175,000 encounters with Cubans at the southwest border in fiscal year 2022.

At an orientation session, a refugee services assistant explains in Spanish to the Cubans that while their journey to the United States has been difficult, they are a special population, privy to unique refugee services and support — they should see the glass as half full, not half empty. Despite these benefits, newly arrived Cubans trying to get on their feet in Houston may have to wait six to eight months to get their work authorization due to the immigration documents being issued at the border and a backlog at United States Citizenship and Immigration Services. This delay has caused frustration for Cubans and the social workers trying to help this community become financially independent.
She said unfortunately, some are forced to work unofficial jobs to make ends meet while they wait for authorization, which leaves them more vulnerable to exploitation and accidents.
