Christine Crossley, the city’s homeless solutions office director, and Cynthia Rogers-Ellickson, an assistant director in Dallas’ housing and neighborhood revitalization department, said the largest portion of the federal money, $25 million, is intended to help increase the city’s supply of affordable housing.that gives developers repayable loans to help build affordable rental and for-sale housing.
