Caso’s job performance review was on Wednesday’s City Council meeting agenda, but the agenda item was skipped over and never publicly addressed.
Caso had also been working without an active contract, according to the city document. His current deal expired last April, but the City Charter says the city attorney can’t be “discharged” unless a majority of the council votes to remove them. Palomino has been a licensed Texas lawyer since 2002 and was hired by the city a year later. As First Assistant City Attorney, Palomino served directly under Caso and is also the city attorney office’s chief of general counsel.Caso makes $325,000 annually. He was hired by the city in 2005, appointed interim city attorney in August 2018 and has held the position permanently since April 2020.
