The City Council voted in January to require strip clubs and other adult businesses to shut down by 2 a.m., a policy that has been blocked by a federal court.

Dallas police have identified areas where the city could benefit from a stronger partnership with the Texas Alcoholic Beverage Commission, the state agency responsible for regulating businesses that sell alcohol. Dallas is looking at how to track applications of new alcohol licenses and permit renewals so that the city and residents are aware and can protest problematic businesses.

Stepping up enforcement of alcohol violations might reveal other illicit activity, such as drug dealing, prostitution and sex-trafficking.
