FEDORIVKA, Ukraine — All day, the water level in Valentyna Mirilko’s backyard crept up. The current of the swollen Inhulets River carried uprooted trees and other debris as it swept by this remote village 25 miles from the massive Kakhovka dam, which blew apart early Tuesday in what Ukrainian officials called an act of Russian sabotage.
Ukrainians across the Dnieper River in the Russian-occupied portion of Kherson appeared to share a similar determination. Kate Zhsuska, who runs a nonprofit organization that helps people there, said Tuesday that only a few people had evacuated the area. She told The Washington Post that most of those evacuated lived on a few heavily flooded streets.“Others have had their senses disturbed with everything in the last year and a half,” she said.
The flooding Dnieper River is threatening dozens of communities in the low-lying Kherson region, much of it occupied by Russian forces last year but later liberated by Ukraine. At midmorning, Volodymyr Kovalenko, the mayor of Nova Kakhovka, where the dam was built in 1956, said he had been in contact with residents of the east bank who described flooding in parks and a zoo.
