An explosion at the Nova Kakhovka dam in Ukraine's Kherson region has been claimed as an act of terrorism by Russia, but Kyiv says Moscow deliberately destroyed the barrier to disrupt its planned counteroffensive and destroy settlements.

The dam's destruction has caused massive flooding in the surrounding areas, threatening the safety of locals and complicating the war effort for both Ukrainian and Russian troops.

Ukrainian officials in Kherson later called on residents along the bank of the Dnipro river, on which the dam lies, to be ready for evacuation and"follow the instructions of rescuers." The President said"Russian terrorists" were responsible for the explosion, adding this was further proof they needed to be"expelled from every corner of Ukrainian land."

In February, water levels were so low that many feared a meltdown at the plant, although TASS quoted a Moscow-backed official as saying there was no"critical danger" to the facility following the explosion.
