Victoria’s anti-corruption watchdog said responsibility “has to lie with leadership” after a new report revealed the shocking culture within the Daniel Andrews-led Victorian Labor Party.
The Independent Broad-based Anti-Corruption Commission and the Victorian Ombudsman handed down a report on Wednesday following a joint investigation, Operation Watts, into the alleged misuse of public funds by Labor factions for the purpose of branch stacking.

Picture : NCA NewsWire / Ian Currie The report on Wednesday revealed the Premier gave private evidence to the investigation in which he said he had been aware of branch stacking over the past few decades, which he added was not limited to one faction.
The Premier also said there was much needed party reform required to resolve the culture issues within the Victorian ALP branch as current practices presented a “corruption risk” which could lead to the “misuse of taxpayer funds”.
