Victorian Shadow Police Minister David Southwick says what took place in Melbourne is a "captain's call curfew" that was ordered by Victorian Premier Daniel Andrews. On Thursday Premier Andrews dismissed suggestions he made a “captain's call” in relation to Melbourne’s strict curfew. "I wouldn't describe it in those terms. If you want to describe it that way, then that's entirely a matter for you," the premier said.

"This is a captain’s call curfew that Daniel Andrews has ordered," Mr Southwick told Sky News host Chris Kenny. "Again, no consultation with the chief health officer, no consultation with Victoria police". "And for the premier to go out each and every day and say that he doesn’t do anything without the consultation of the chief health officer is a lie.
