This has many local authorities in Maine outraged
- It was one of Maine's biggest animal cruelty cases in state history -- the state seized hundreds of abused dogs and charged the owners, John and Heidi Fracas with animal abuse.
When people hear that little Miley is a Buxton dog, most know what that means. She was one of 350 dogs seized from a puppy mill in Buxton, Maine four years ago. Norma Worley was the head of the state's animal welfare program during the Buxton seizure. She says the couple who owned the animals, Heidi and John Frasca were eventually charged with 25 counts each of animal cruelty.
Then last week, with no notice to animal welfare or the Buxton police department the state cut a deal with the Frasca's...They each plead guilty to 5 counts of animal cruelty and if they stay out of trouble for the next 17 months their record is wiped clean.
