Star Trek has a spotty track record with Starfleet Admirals and Federation Presidents but Discovery has two good ones in Rillak and Vance.
Two long-standing Star Trek tropes were changed for the better by Star Trek: Discovery season 4. Captain Michael Burnham and the USS Discovery faced the direst threat yet to the United Federation of Planets: the Dark Matter Anomaly that could destroy entire planets. Burnham's mission to stop the DMA required the personal intervention of two authority figures she answers to: Admiral Charles Vance and the new Federation President, Laira Rillak .
SCREENRANT VIDEO OF THE DAY Admiral Vance was introduced in Star Trek: Discovery season 3. Vance had the burden of running Starfleet during the era of The Burn, which made warp travel impossible and broke the Federation apart, isolating its few remaining member worlds. Rillak joined Star Trek: Discovery at the start of season 4 as the newly elected head of the Federation.
President Rillak also had her doubts about Captain Burnham, and she had reason to question Michael's track record for impulsiveness and risk-taking. Burnham took it as an affront when Rillak personally oversaw her as Captain of the Discovery, but the President just wanted to confirm that her trust in Burnham wouldn't be misplaced. Rillak turned out to be smart and no-nonsense but also forthright. Rillak's influence helped Burnham become a better Captain.
Why Star Trek's Other Admirals & Presidents Have Been Problematic Star Trek has been guilty of overreliance on the evil Admiral trope. The number of flag officers who turned corrupt and betrayed the Federation is startling, in both the Prime Timeline and the Kelvin reality of J.J. Abrams' Star Trek movies. It's an easy trope to fall back on as a means to give heroic Star Trek Captains an opposing force within Starfleet itself, but it's certainly all too common.
Federation Presidents tend to be rare as full-on Star Trek characters because they're bureaucrats who are out of place in outer space starship adventures. The few times Federation Presidents have been seen on screen, such as the President played by Kurtwood Smith in Star Trek VI: The Undiscovered Country and Jaresh-Inyo on Star Trek: Deep Space Nine, have generally been weak and ineffectual.
