Two days before Christmas 2019, Mary Malbiynga's little sister was killed by her partner at Darwin 's Mindil Beach.
Mary Malbiynga sat through every day of the inquest, hearing some of the information about her sister's death for the first time.Ngeygo Ragurrk, who was from the Mirrangangu people and the Mandjungung clan, was 40 years old when Garsek Nawirridj tortured her in the bushes before dragging her to the water's edge.
The series of inquests, which started in June last year, heard each of the men had a pattern of abusive behaviour and each had previously been jailed for violent offending. It was 5am on December 23, 2019, when police were called to a car on fire in Darwin's inner suburbs. Garsek Nawirridj had ignited the blaze.
Caitlin Wetherby-Fell, the principal legal officer at the Top End Women's Legal Service, said police should be given more training to identify signs of domestic violence. The coroner found police failed to meet "minimum standards of investigation" that morning when they let Nawirridj go, despite him later attempting to set a petrol bowser on fire.
"If someone is screaming in the bushes for 20 minutes, that to me as an individual, not as a professional, would indicate that there is a serious risk of harm and that that is something that should be reported to police by way of triple-0," Ms Wetherby-Fell said.
