DOMINIC LAWSON: It's not thuggish Putin who is losing his marbles but doddery Biden

It has, of course, been raised about Biden before — notably during his campaign for the Presidency in 2020. But he was effectively protected by his team from too many direct encounters with the Press, or indeed the public — a strategy which seemed much less questionable as the campaign took place during the coronavirus pandemic.But in recent days and weeks, the evidence has mounted that Biden's grip on policy, or even reality, is weakening.

Really, who knows what he meant? But the Russian state media seized on it, screening the film of Biden's unscripted remark over and over again — as if to prove to Russians that the real U.S. game was to replace their own leader. Or as Putin's spokesman, Dmitry Peskov, said: 'It's not up to the President of the U.S. and not up to the Americans to decide who will remain in power in Russia.

As the president of the U.S. Council on Foreign Relations, Richard Haass , pointed out, Biden's overt challenge to Putin's rule 'will increase Putin's inclination to see this as a fight to the finish'The official line is that the U.S. and Nato, while supplying military assistance, will not put a single one of its own soldiers on the ground in Ukraine .

Again, the White House rushed into damage-limitation mode: 'The President has been clear we are not sending U.S. troops to Ukraine, and there is no change in that position.' In fact, Biden made a similar improvised suggestion of imminent U.S. troop involvement — which, strangely, was not picked up by the media — at the end of his recent State of the Union speech. He concluded what had been largely devoted to the crisis in Ukraine with the invocation: 'May God protect our troops.

But it is necessary, however unpleasant or even tasteless, to wonder what is going on between the ears of the world's most powerful man. This is what Dr Greg Ganske did last year. Admittedly Ganske is a former Republican Congressman, and, therefore, a political opponent. But he previously had a career in medicine, as well as being in the U.S. Army.
